Robert Baden-Powell was promoted to the rank of Lieutenant-General in early 1907 but was on the inactive list, possibly at his own request as he was already planning the first experimental Scout camp at Brownsea Island in Poole Harbour, Dorset in August.
He gathered twenty one boys from mixed backgrounds for a week long camp, allowing the boys to organize themselves into small groups with elected patrol leaders.
Baden-Powell published 'Scouting for boys' in early 1908 to massive success with Scout patrols organizing themselves up and down the Country. The first Scout rally was held in 1909 at Crystal Palace in London attended by over 11,000 Scouts and some girls as well calling themselves Girl Scouts.
The rest, as they say, is history.
